Try as I might, I can’t find a justification for the “correction”. The closest I can come is supposing “police” to be a verb (reasonable) and “grammar” to be a plural noun (impossible).

You’re looking for a grammatical justification, but what’s going on here is almost surely the idea that whom is “more correct”, more elegant, etc. than who — an idea explored on Language Log many times by Mark Liberman (and Geoff Pullum and me).
